To hurl water right out of your bucket, drop it while crouching in midair.
Be warned as there remains a bit of challenge in clutching that you'll need to get used to. My advice is to look directly beneath you and pray that the velocity of the resulting projectile is enough to outspeed your fall and that it lands in the center of a block.
You can launch these projectiles to peeve off mobs and other players too! I will not be held accountable for any angry mobs that shall ensue as a result.
