Protect Players from the drama of high ping in a fair managable way,

Capabilities

- Give Players the Choice: Set a threashold for when ping protect should automatically step in - Give Players the Choice: set how often it checks to ensure it scales nicely and works well especally for large servers with multi-thousand concurrent players - Give Players the Choice: If it becomes more annoying than the lag itself, a player can simply run `/pingprotect optout` and then `/pingprotect optin` when they're ready!
