Phantom Spawning

Sakura's Phantom Spawning mod. This allows each user to define their own Phantom Spawning status.
To Use
Type in the `/phantomspawning` command and then use the optional `true` or `false` parameter.
False [DEFAULT] means Phantoms will spawn, False means that they will not.
The saved players will then be saved to the `config/phantom-spawning.json` file.
NEW: Added the `/batspawning` command for Admins to control Bat Spawning.
