No Enchantment Cap Level removes the limit from the enchantment level put it from Minecraft devs, now the limit 255 was increase to 2147483647 (Integer limit) , also you can put negative levels like -1, -100, -10000000. Now you can put any enchant in any item with the new command /setenchant, check the wiki and learn how to used
