this datapack changes the vanilla fishing loot chances like the table below

and in 1.16+ versions mojand added conditions. to catch treasure you need to fish in open waters and i removed it too.
Works from 1.13 → 1.21+ (includes both loot_tables/ and loot_table/ paths).
